On 21 December 2023, the Department of Defense released the DOD Instruction on Civilian Harm Mitigation and Response, which establishes the Department’s enduring policies, responsibilities, and procedures for mitigating and responding to civilian harm. This DOD Instruction is a milestone in the implementation of the 25 August 2022 Secretary of Defense Civilian Harm Mitigation and Response Action Plan (CHMR-AP). The issuance of this policy continues the process of improving the Department’s approach to mitigating and responding to civilian harm, including by formalizing DOD policies, responsibilities, and procedures related to CHMR and by creating a reinforcing framework of processes and institutions which will improve strategic outcomes and optimize military operations. 

The DOD Instruction further ensures operational commanders are supported with institutional resources, tools, and capabilities to effectively implement law of war protections of civilians, and to enable further steps to protect civilians and to respond appropriately when civilian harm occurs. 

In addition to the issuance of the DOD Instruction, the Department has created the Civilian Harm Mitigation and Response website in accordance with the CHMR-AP, which will serve as a repository for DOD policies, reports and other information related to civilian harm mitigation. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff (CJCS). It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations, and it provides considerations for military interaction with governmental and nongovernmental agencies, multinational forces, and other interorganizational partners.

Army Doctrine Publication (ADP) 3-07 is the Army’s doctrine for stability tasks. ADP 3-07 Stability presents overarching doctrinal guidance and direction for conducting these operations, setting the foundation for developing other fundamentals and tactics, techniques, and procedures detailed in subordinate doctrinal publications.

This JP 3-29 Foreign Humanitarian Assistance publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff (CJCS). It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations.

JP 3-07.3 Peace Operations are activities intended to build, keep, enforce, or make peace, or when necessary, prevent conflict. They include crisis response and limited contingency operations and frequently involve international military missions to contain conflict, restore peace, and shape the strategic security environment to support reconciliation and rebuilding, as well as to facilitate the transition to legitimate governance. They include peacekeeping operations (PKO), peace building, peacemaking, conflict prevention, and peace enforcement operations (PEO). Peace operations may be conducted under the sponsorship of the United Nations (UN), another international organization, within a coalition of nations, or unilaterally. The UN and other international organizations often refer to a peace operations organization as a mission.

Army Techniques Publication (ATP) 3-07.6, Protection of Civilians, replaces Army Tactics, Techniques, and Procedures (ATTP) 3-37.31, Civilian Casualty Mitigation, dated 18 July 2012. ATP 3-07.6 is the primary doctrinal publication for the protection of civilians during unified land operations, including the mitigation of civilian casualties and mass atrocity response operations (MARO).

FM 3-07 Stability Operations contributes to the Army and joint community by providing tactical guidance on the conduct of
operations focused on stability. FM 3-07 addresses employment of forces in the conduct of operations focused on stability. FM 3-07 expounds on the doctrinal fundamentals and concepts established in ADRP 3-0 and ADRP 3-07. Readers should be familiar with ADRP 3-07, which establishes the doctrinal fundamentals for the conduct of operations focused on stability.
